A research report regarding measures taken by the government and rights holder organizations for effective criminalization of illegal downloading was released by the Agency for Cultural Affairs.

The research was conducted for the purpose of investigating the implementation status of the following provisions with regards to the “Introduction of Criminal Punishment on Illegal Downloading” (Amended Copyright Act Article 119 paragraph 3), one of the provisions incorporated to “Law for Partial Amendment to Copyright Act” passed on June 20, 2012; and the obligation to make efforts on the measures to prevent specific infringement acts to be taken by the concerned business operators (Supplementary Provision Article 8), which is based on the stipulation of Supplementary Provision Article 10 “Approximately one year after this Act comes into force, a review shall be conducted by taking into consideration the status of the enforcement of these provisions and necessary measures shall be taken based on the results thereof.”

The report includes a special section “The details of measures taken by Recording Industry Association of Japan (RIAJ) and Japan and International Motion Picture Copyright Association (JIMCA)” in which activities such as educational campaigns and various seminars conducted by JIMCA were introduced in detail.
