公開セミナー「NET上の知財侵害対策 サイト・ブロッキングの現状」を開催 February.21.2018
Co-organized by the Intellectual Property Law and Policy Institute (IPLPI) at Meiji University and the Content Management Subcommittee, Intellectual Property Association of Japan, the “The Current Status of Site Blocking, the Measure of IP Infringement on the Internet” open seminar was successfully concluded on February 1, 2018 at the Surugadai campus, Meiji University, Tokyo.
As special guest speaker, Mr. Michael Schlesinger, Vice President & Regional Legal Counsel Asia-Pacific Region, Motion Picture Association, took the podium and delivered a lecture themed “The Current Status of Site Blocking, the Measure of IP Infringement on the Internet”. Specializing in the intellectual property rights field, Mr. Schlesinger is an attorney licensed to practice law in Virginia and the District of Columbia, and a world authority on site blocking which is a measure that has garnered attention in recent years for its efficacy against online intellectual property infringement.
While presenting the latest case studies, in particular judicial precedents in Germany and India, Mr. Schlesinger provided detailed explanations on “the relationship between site blocking and secrecy of communication”, etc. which has been an impediment to the introduction of site blocking in Japan.
Notable attendees include academics, government officials and committee members from the Ministry of Economy, Trade and Industry Cabinet Office, the Intellectual Property Strategy Headquarters (IPSH) Cabinet Office, the IPSH Verification, Evaluation, and Planning Committee, the Institute for Information and Communications Policy (IICP), the Ministry of Internal Affairs and Communications, the Social Science Research Institute of Tokai University and the Center for Economic Growth Strategy of Yokohama National University.
In addition to the limitation of “Notice and Takedown” and the effectiveness of site blocking as a possible alternative measure against copyright infringement, questions regarding the relationship between the Japanese legislative system, site blocking, the content extensively affected by copyright infringement on websites and other measures against infringement were brought up by attendees for discussion following the presentation.
